4: THE CURRENT STATUS OF ‘RIGHT TO ROAM’ PROPOSALS IN IRELAND
The previous
Government’s strategy is outlined in "Targeting Sporting Change in Ireland"
(Sport in Ireland 1997-2006 and Beyond") and this will come up for further
consideration when the present Government establishes a Sports Council
in early summer 1999. The document states (Goal 2.8 Sports Facilities
and Natural Resources p 33) that among other items there is a need to:

Safeguard
the ‘right to roam’ that is access to the countryside as a general
right with restrictions to safeguard property, the livelihood and
amenities of farmers and other rural dwellers, forestry, State activities
and the conservation of the environment. |

Encourage
greater access to State and semi-State properties.

List
rights of way and ensure their inclusion on ordnance survey maps.
|
| - |
Address
the planned maintenance of such rights of way. |

Enlarge
the national network of waymarked walking ways. |
This strategy
recognises therefore the long-standing tradition of accessing the countryside
and uplands of Ireland - cherished by those who use them and long accepted
by landowners where this freedom is exercised with responsibility.
